You do not need to have everything in perfect order before you begin. An inquiry costs nothing, and HCDE will tell you what is missing.

Who you are

• Certificate of incorporation, registration or equivalent legal document
• A statement of who owns and controls the organisation, with names of owners and governors
• Evidence of authorisation to operate where you deliver education, if any applies
• Organisation chart showing who is accountable for academic matters

What you offer

• A list of programs or courses, with level, duration and amount of learning
• Learning outcomes for each program
• A description of how programs are delivered: online, in person or both
• Entry requirements and admissions policy

Who teaches

• A list of instructors, with qualifications and how they were checked
• Induction and development arrangements for online teaching
• How instructors are evaluated

How learners are treated

• Pre-enrolment information and the enrolment agreement
• Refund and withdrawal policy
• Learner support and accessibility arrangements
• Learner complaints and appeals policy, with a record of recent cases

Technology and records

• A description of the learning platform and its support
• Privacy and data protection policy
• Continuity and recovery plan
• Example certificate or transcript design, with the numbering and issue process
• Records retention policy and the way awards can be verified

Quality and improvement

• Program review reports and what changed as a result
• Learner and instructor feedback summaries
• Your improvement plan, risk register or equivalent

For the application itself

• The completed application form
• A named contact person with an email address
• Confirmation that you accept the Code of Conduct and the rules on use of the mark
• Payment of the application fee, as set out in the fee quotation
