The Global Council for Online Education Standards (GCOES) focuses on quality frameworks for online education, distance learning, and digitally delivered professional training. Its activities center on the evaluation of learning environments, instructional quality, learner assessment, academic support processes, and the effectiveness of online educational delivery.

The institutions listed in this registry make up the HCDE founding network: the first bodies accredited by HCDE itself, each by decision of the HCDE Accreditation Committee, against HCDE's own published standards.
