Its framework addresses professional knowledge, workplace effectiveness, leadership capabilities, and the quality of specialized training programs.

The institutions listed in this registry make up the HCDE founding network: the first bodies accredited by HCDE itself, each by decision of the HCDE Accreditation Committee, against HCDE's own published standards. HCDE is a private, independent, non-governmental body. Its accreditation rests on its own published standards and does not constitute governmental recognition.
